Academic Search Complete is a Good Database for Speeches.  It is available on the right side under frequently used databases.

Search for Speeches as a Subject Combined with your Topic

You can search for articles containing only full-text speeches by limiting your search to "primary source documents." Click on "Show more."

Select "primary source document" under the search limits.
